전우 여러분, 다음 장문의 기고문은  실은 제가 6.25 동란 62주년을 맞아 미국 전우들에게 전하고 싶어 영문홈에 게재한 글이오나 여러분들께도 말씀드리고 싶은 내용이라 이에 다시 게재합니다.

약 2주일후면 6.25 전쟁 발발 62 주년을 맞는다. 매년 이맘때만 되면 특히 우리같이 나이든 한국 사람들은 동족상잔 통에 겪었던 처절한 과거들을 회상하게 되며 유엔군 특히 미국군의 희생으로 다시 얻은 자유과 평화에 대해 깊은 고마움을 표하게 된다.

동시에 우리는 그밖에도 전쟁 발발 직 전후에 군 수뇌부에서 행한 수수께끼같이 풀리지 않은 의문점들을 조심스럽게 되새겨 보게 된다. 예를 들면 북한공산집단이 1950년 6월25일 새벽 기습공격을 감행 했을 때를 전후하여 우리 군 수뇌부에서는 많은 믿기지 않는 조치들을 취했던 것이다. 예를 들면, 전방부대의 병력 50%을 휴가 보내고 전방지휘관들을 대거 교체하였으며 북의 공격개시 단 몇 시간 전까지 육군본부 장교 club에서 군고급간부들을 위한 댄스파티를 열었던 것이다.

게다가 6월24일 파티 당시 술에 만취한 국방장관은 익일 아침 적은 이미 소련제 T-34전치로 무장하고 38선을 넘어 서울로 진격하고 있는 바로 그 시간에 잠자리에서 기상도 하지 않고 있었다는 것이 후일 알려진 사실이다. 그것뿐이랴, 육군 공병감은 하나밖에 없는 한강다리를 조기에 폭파함으로서 수많은 피난민들을 생으로 수장시키는 처참한 결과를 초래한 것이다.

이러한 군 수뇌부의 의심스럽고 비상식적인 행동들이 반세기 이상을 풀리지 않은 수수께끼로 남아오고 있는 것이다. 따라서 이를 아는 대부분의 우리 대한민국 국민들은 이와 같은 불가사의한 사건들은 모두가 그동안 뒤에 숨어서 은밀하게 조직적으로 공작해온 북한공산집단 간첩조직의 짓이라고 확고하게 믿게 된 것이다. 우리는 따라서 이러한 북의 스파이활동은 적어도 과거 65년간 암약해왔으며 지금까지도 계속되는 북한 공산 간첩조직의 소행으로 단정하는 것이다.

1950년 6월 25일 북한공산집단의 기습 남침을 게기로 유엔 안정보장회의 결의문 1950호에 의거 미국의 긴 대(對) 대한민국 안보 공약이 시작되었으며 1954년에 맺어진 한미 상호 안보 약속에 따라 양국은 외침으로부터 서로를 도와주기로 굳게 약속하며 혈맹의 관계로 들어서게 된 것이다.

이에 추가하여 미국은 1978년에 창설된 한미연합사령부의 파트너로서 미 육군 4성 장군이 연합사 사령관직을 수행하며 창설이후 34년간을 대한민국의 방위를 책임져오고 있는 것이다. 한미연합사의 임무는 평시에는 전쟁 억제이며 전시에는 외부로부터의 침략을 격퇴하는 것이다.

그런데 지난 2007년, 당시 좌파 노무현대통령 재임시절 그간 2005년부터 미국에게 끈질기게 전시작전권의 환수를 요구한 결과 2012년 4월 17일부로 전시작전권을 넘겨받기로 합의하게 된 것이다. 

전임 노무현대통령은 주권국가로서의 작전수행 권을 주장하면서 그간 집요하게 자주국방을 역설해 왔던 것이다. 주권국가로서의 자체 작전권을 갖는다는 것은 원칙적으로는 동의할 수 있는 일이지만 그러나 노대통령의 그러한 고집스런 요구는 대한민국이 현실적으로 처해있는 지정학적으로 취약한 위치를 고려하지 않은 전혀 사려 깊지 못한 처사이었다고 생각된다.

전시작전권이 미국으로부터 넘어온다는 소식이 국내언론에 보도되자 수많은 애국 보수인사들 즉 성우회 회원들 전직 경찰간부들 그리고 전직 정부고위 관료들이 한미합동 방위체제의 갑작스러운 변화를 우려하여 대거 조기 환수 반대에 나서게 된 것이다. 이들은 바로 천만 명 서명운동을 전국적으로 전개하여 천만 명이상의 국민들로부터 서명을 받아 운동을 성공적으로 마침으로서 전시 작전권 환수 연기에 결정적 동기를 부여했던 것이다.

다행히 대다수국민들의 전폭적인 전시작전권 조기 환수 반대 기류를 감지한 현 정부의 이명박 대통령이 2010년 캐나다 토론토에서 개최된 G-20정상회담 때 미국의 오바마 대통령과 합의하여 작전권 환수를 오는 2015년 12월까지 연기하게 된 것이다.

대한민국의 대다수 국민들은 미군이 보유한 최신 전투장비와 각종 첨단 정보 수집능력 때문에라도 미군의 참여 없이는 한국 단독으로의 작전이 현실적으로 충분하지 않다는 사실을 자타가 다 인정 할 수 있는 것이다. 그럼에도 불구하고 전임 노무현 대통령은 왜 그렇게 전시작전권 조기 환수를 고집했는지 유추해보기 어렵다. 이 또한 풀리지 않는 수수께끼가 아닌가하는 생각이 든다.

어떠한 경우라도 그러한 현실적인 요소들과 대한민국이 감당해야할 빤한 충격을 감안해서라도 미국으로부터의 전시작전권 환수는 적어도 한반도에서 북한 공신집단의 호전적 위협이 완전히 사라지고 지역의 안보가 만족할만한 수준으로 도달되었다고 객관적으로 판단될 시점까지는 연기 되어야한다. 그렇지 않으면 대한민국의 안보상황은 일촉즉발의 상황으로 돌입 할 것이다.

Can ROK call the shot alone?

In about two weeks time we are going to commemorate the 62nd anniversary of the Korean War. At this time of the year, most of the older people in Korea are compelled to recall horrible bygones experienced during the war ,and would like to express deepest gratitude to the UN forces especially the United States for the great sacrifice to which we owe our regained peace and freedom.

At the same time, we are also forced to carefully think back of a few unanswered riddles in connection with the actions taken by the ROK military commanding channel just before and after the outbreak of the war.

For instance, just before North Korean Communist's surprise attack against ROK at dawn on June 25, 1950, very doubtful and mysterious actions were taken within the military commanding channels such as allowing approximately 50% of the soldiers in the forward units to be on leave, reshuffling most of the forward unit commanders and hosting a special dance party for the high ranking officers at the army officers' club in Seoul just several hours before the enemy attack.

Moreover, it was known later that the defense minister at that time was so drunken that he couldn't get up next morning even though enemy troops heavily equipped with the Soviet made T-34 tanks had already passed the 38th parallel and fast approached the capital city of Seoul. Besides, the chief of the army engineer corp had blown up the only bridge at Han river, which had tragically resulted in countlessdeath by drowning of the civilian refugees on evacuation.

These senseless and doubtful actions committed by the top military commanding channel have been remaining unsolved puzzles for more than half a century. Therefore, many people in the Republic of Korea tend to firmly believe that such mysterious acts must have been slyly driven and agitated by the North Korean communist espionage circle controlled behind the curtain.

It is, thus, our strong belief that these espionage activities must have been importunately conducted by the communist regime for more than 65 years at least and continued up to present.

Due to the sudden outbreak of the Korean War in 1950, the longtime U.S. security commitment to the Republic of Korea started working in accordance with the UN Security Council Resolution of 1950. And under the ROK-US Mutual Security Agreement signed in 1954, both countries agreed to assist each other in the event of attack from outside forces.

In addition, the United States has become a partner in the operations of the ROK-US Combined Forces Command(CFC), an integrated headquarters established back in 1978. With a US four star general as the Commanding General of the CFC, the United States has been responsible for the defense of the Republic of Korea for 34 years since it was first activated.

The CFC's role during the armistice is to deter war and defeat external aggression during the wartime.

In the mean time, when the liberal President Roh Moo-hyun was in the office, the wartime operation control transition agreement was reached in 2007 to be turned over to the ROK as of April 17, 2012.

Former president Roh Moo-hyun was seeking a greater role for ROK in maintaining its own defense by insisting that a sovereign country should exercise its own operational control. Maintaining own defense as a sovereign nation is agreeable in principle, however, former President Roh's insisting seems to have been a thoughtless and egoistic one made without considering ROK's strategic vulnerability in the region.

As soon as the news about the wartime OPCON transfer agreement concluded between the two nations, ROK and the United States, got out through the press, many of the conservatives including former general officers, police heads and government officials have called for a delay in the wartime operational control transfer fearing a possible contingency in the joint defense of Korea. They have concurrently conducted 10million signature-collecting drive throughout the country and successfully achieved the goal to protest over the retaking of the wartime OPCON.  

Fortunately, acknowledging stubborn opposition to the planned transfer of the wartime operational control from the absolute majority of the countrymen, President Lee Myung-bak of the incumbent administration met US President Obama at the G-20 economic summit in Toronto in June, 2010.

In the meeting President Lee Myung-bak and President Barack Obama agreed to delay the planned transfer date of April 17, 2012 to December 2015.

The majority of the Korean people will surely admit that the ROK will be in insufficient situation to call the shot by herself yet without having joint operation with the United States in the event of hostilities simply because of the highly sophisticated equipment and information collecting capability the United States Forces possesses. It is just like the 64-dollar question for most of us to guess why former President Roh Moo-hyun had been sticking to the regaining of the wartime control nonetheless? This should be treated as one of the mysteries too.

In any event and at any cost, considering such key elements and imminent impacts, the transfer date of the wartime OPCON to Korea should be postponed until such time as North Korea's hostile threatening and uncertainties of the nuclear weapons have completely disappeared and the security in this region is confirmed as satisfactorily stabilized. Otherwise ROK will be in the volatile situation.
